Bad starter?

Thinking I have a bad starter, but want confirmation before I replace. Occasionally my zero turn cub won’t start. I can hear the starter making the swirling noise and not turn engine over. What strikes me a little weird is if I plug a battery tender in then it will start. Battery is brand new. Would a boost to the
battery help a failing starter turn the engine over?

I'd suggest Load testing that 'new' battery. Free @ Auto Parts stores..

And if you go to have the battery tested, do not connect it to a jump pack or charger prior to testing. If the mower fails to start then remove the battery and have it tested. I have had cases where connecting a charger for even a second would override what was wrong with the battery that is would pass load testing as well as start the item for a week.
