When starting mower on low throttle it will run at low rpm. When I start mowing at half to 3/4 throttle the mower seems to start overrevving. Even if I go to low throttle the engine is at high rpm until I go up a hill then it will slow. When I cut the pto the engine really speeds up. Any ideas?

I'd start by adjusting the governor.

Also these engines have have the carburetor idle speed set correctly otherwise they will also do this as they use governed idle speed. They to set to a 1200 rpm with the throttle plate held against it stop and then the governored idle speed is set at 1750. Many techs just try to set the idle speed using the idle stop screw which is wrong way to the idle speeds on this engine.

I have the governor set as the video states but still having this issue.
