Apparently, the white section is stuck to the bowl from fuel resins/ varnish. A little bit of carb spray should free it. Also, take the tip of a small sharp knife and wedge the tip carefully between the plastic and the aluminum bowl.
Be gentle, so you don't cut yourself.
Once you get that done, let us see what you found.
It likely just needs a light cleaning.
