B&S Governor Issue

I have a 21" Toro with an OHV 123602-0132-E1 Briggs and Stratton engine that I have totally lost engine speed control. I bought this mower used years ago and the throttle has never been right. It has never reacted to the throttle lever in any position. It has always just run at what would be normal full throttle governed engine speed in any position of the throttle lever other than all the way back to kill the engine. Now when you start the motor it goes wide open into an overrev condition where the governor is not pulling out throttle at all. All the governor linkage, rod and spring are all hooked up and free of trash. It all moves around in what would appear to be a normal condition, but yet it just goes nuts when you start the motor wide open. What should I do to troubleshoot this issue????

You can go to u-tube, type in set governor on B&S mower engine. They have good videos on showing you how. The governor lever has a lock bolt that holds lever tight on governor shaft coming out of the engine. To set governor unscrew bolt to free up lever on gov. shaft, hold throttle wide open, gov. shaft coming coming out of engine will either a slot on the end that a screw driver will fit in, or a small hole at the end of shaft that a small nail will fit in. The object is to hold throttle wide open while turning gov. shaft coming out of the engine clock wise until it stops then lock it with bolt. Hope this helps.

Thanks you for your response! I will attempt what you said for the adjustment and report back. I have no idea why the darn thing went nuts on me. Maybe the lever is loose on that shaft and went out of adjustment. That's the only thing it could be as far as I know. Nothing else has changed. Looking at the IPB for this motor, I see nothing that might have come loose inside the motor. I don't see anything that shaft attaches to inside the motor? There has to be something else that shaft attaches or goes into inside the motor. It would be nice to understand how it works inside the motor. But for sure I'll try your described adjustment. THANKS!!!

The shaft goes in side the engine and pushes against two centrifugal weights that expand and regulate speed of engine. Gov. out of adjustment will make engine run wide open.
