No, many of these small engines have some sort of compression release.

60PSI is usually what I get on well used equipment.. seems when you get around 40 or less is when that causes issues

Valve adjustment, lap some valves in and maybe a new head gasket that is PROPERLY torqued? Might help you some depending on age and service neglect.

Thanks for the info the unit has gone back to its owner in good running condition. Primer,spark plug carb diaphragm, carb gasket and spring were replaced starts first pull know.
