B&S 5.0 runs rich.

Morning,
My neighbor gave me this 5 HP Briggs & Stratton off a rototiller as it would not run.
He replaced it with a Harbor Freight motor. Model 130202 3166 01 code 90011227.
I removed the cart./tank and cleaned it all up. Removed rust from inside the tank with
cider vinegar. the owner said that the governor to throttle spring maybe on backward
after he removed the carb.. I need to know if I put it on correctly?
The engine fires on 1st pull, but is slow to respond to any throttle change and it is running
real rich. It will rev up by moving the throttle on top of the carb.
Look and help if you can.

Have you adjusted the mixture screw? Does the choke work properly?

Choke is great. I have to move off "full" choke asap. I move to full off as it warms up. The only screw
is the in photo, and it doesn't do much one way or the other. I set it to 1 1/2 turns out.

Well go to the other side by the muffler, and take off the diaphragm cover and inspect the diaphragm and see if the flappers are in good shape. Also look at the gasket
between the carb and tank.

If the gasket under carb. to tank is leaking or incomplete, would it run rich?
The diaphragm had no holes, but was a little warped .

I have had bad seals on the carb base do weird things, as well as warped flappers. One would expect it to run lean, but I have had a few run rich as hell, either way
if the gaskets/diaphragms are bad, you need to replace these first.

Do you think Partstree is the best place to get the rebuild kit? or is there someplace with better pricing and shipping?

Heck, just replace the gaskets and diaphragm, your local mower shop should have dozens, the shipping would be more than the parts.
