My engine did not start; then cleaned the carb and now it starts but then stops after 30 secs. During those 30 secs, it surges i.e. runs at high speed then slows down and then after a few spurts, it stops. Think it may be a governor problem?

Probably not a governor problem.
Sounds to me like it needs a carburetor clean/rebuild.
