Ariens Tiller will not start unless remove air filter and cover carb with hand

I have a 1976 Ariens 2hp tiller. I cannot get it to start unless I remove the air filter and cover the carb with my hand. After that it runs fine.

What might the problem be?

Check to see if the choke fully closes when in the choke position.

Seeing that it is 30+ years old I would suggest a good carb cleaning and fresh gaskets.
