ariens 42" wont start

ariens 42" gear tractor. model 93604600. with briggs & stratton motor model 310000 intek i/c.
starts to crank over and stops 1/2 way through truning over. plug is good, gas is full. oil is good.
pulled plug and turned motor by hand to see if it had built up compression. still does the same. any other ideas? thanks for any help.

Common thing on that engine is the decompressor on camshaft break.
This then stops engine turning over past compression.
Check valve clearance. in 0.003-0.005 and ex 0.005-0.007.
Check decomp working by turning engine over by hand.
Valves should work.
On the inlet valve( bottom) it should then move back down by about 0.001 and back up.
If it dosent decomp is probably broken

Did you say you tried to turn over by hand with no plug in and it still stopped?
