Good afternoon I have a Ariens 1028 fuse keeps blowing on the PTO if you switch it with the key on but not the engine running. The engine and the blades seem like it's trying to turn at the same time even when the PTO is off I undid the pulley to the blades and the engine turned over but then I put the belt back on and it's still trying to turn the blades and the engine at the same time. The blades free spin by hand so those aren't seized up.

Sounds like a shorted PTO clutch winding or a harness rub through on the wires leading to the PTO clutch.
