Are these normal grass going to seed, nimble, or what? Survived many applications of Tenacity.

Our rye-bluegrass lawn has had three applications of double dose Tenacity every year for the past four years, only because of nimblewill.. So far this year there has been two applications of double-dose Tenacity. Last spray was a month ago. Scattered throughout the lawn are these firm stalks forming seeds, examples are in the picture, obtained by pulling on the stalk.

What are these and what to do about it?

There are no "clumps". Unfortunately these are single strands scattered throughout. It would be too difficult to isolate each to apply. Think I'll increase the concentration of Tenacity, since the normal grass tolerated the prior application well.

Do you think the strands are "nimble" ?
