I think it would be a good idea to go to a well known full service dealer in your general area. I would talk to them about a package deal that would include a blower, weights, chains, deck and tractor. I would tell him you have four grand to spend and see what he comes up with. I would go to a Simplicity, Cub Cadet, or a John Deere dealer. I would try at least two dealers. I would also look into a larger regular snowblower and a zero turn mower or mowing tractor for the same amount of money. I would buy brand new if I was going to spend four grand.
