Adjusting Steering Levers - 36" Pro Walk

Bought a 36" Pro Walk a couple of years back, and am scratching my head over my inability to properly adjust the left side steering lever. It hangs way too low, but when I adjust it to the same place as the right hand lever, I have no braking on that side, so no steering. I'm thinking I might need a new belt on that side; if the belt is stretched out, it would take more steering lever travel to get the same effect. Or, do I need new brake shoe on that side, if the shoe is worn down, it would need more steering travel to get it to grip. The mower only has 99.5 hours on it, and the right side works great, but the left has me puzzled... Thanks for any help!
