Adjusting RPM'S

I have a toro super recycler walk behind that will not run at the proper rpm's . If I rig the idler arm , I can ballpark it around 3000. There is no tension on the idler arm spring and it then runs too high. Something else must not be right because the spring does not control the rpm's by bending the bracket the spring is attached to. Any ideas ?

Post all engine and mower model and serial numbers. We can then tell you how to adjust the governor.

Likely the spring for the governor arm is broken or came off under the top cover. We need the number off the engine and/or the mower deck, the deck/chassis number is under the rear chute door if it is like the one I have.

Gee... Look at the parts diagrams and figure out what is missing from yours. There are three springs in the various assemblies shown. I suspect one is missing, disconnected or broken. Pull the top cover and inspect the assemblies.

I don't have your mower in front of me. to diagnose it. Sorry no magic.
