917.275970 hub stuck

I'm trying to get this hub off so I can replace a leaking axle seal. I have the wheel off and the clip. But this thing won't budge. I put some penetrating oil on it and let it set for about an hour. Then hit the center hole on the axle with the air hammer. And it won't budge.

It was leaking from the inside of the wheel.
I'm not sure about using heat because of the plastic axle cover. I will if I have to.

Anyone run into this? If so, how did you fix it.

Crapsman units are known for this, especially if the wheel has not been removed for some time. A one hour soak is normally not long enough, I’ve had units needing 24 hours soaking, need multiple applications of a good penetrating oil. Heating will help and replacing that plastic bushing is cheap. Patience is also needed.

Should be obvious. Bigger hammer.

The keeper that you have to remove to get the hub off, is at least 1/8th of an inch away from the hub. Seems like that's a lot when you look at it.
