3 cylinder Kabota dying

I have a Jacobsen Green King VI triple with a Kubota D662 three cylinder diesel engine. When it gets under minimal load it simply dies. The three cunning decks are fine, it starts well, the throttle is fine, it drives OK, not loosing hydrolic fluid, only 1,000 hours on the clock and it does this when warm. I'm wondering about the governer, but maybe I'm missing something? Before I start disassembling the damn thing I though I'd ask.

before you do anything else, replace the fuel filters. It may have more than one.
