27 hp briggs & stratton hunting and surging at low idle bad and dies will only stay running at almost at full throttle or higher. To start its a new mower about 2yr old and 20 hours when i first got it it ran at about 3600< rpm when cutting or not and now will only ran at 3501> not cutting and 3150> cutting. I have taking carb off and apart to clean out replace all gasket and have ckecked for air leak. Im thanking about trying a new fuel pump? if somebody had any id please help.

Pull off one plug wire and try to start and see what happens, then try it the other way around... If it starts one way and not the other, then you know which side is your problem......
