ok all line from tank to carb seems as it should be its a honda 2315 v twin carb has a float chamber with four screws holding it up can I remove this fully and clean main jet and float

No tension in the spring when I push the lever up to engage, cable does pull slightly, but not enough to effect any tension on the actual spring.Yes limited knowledge but the cable should be loose when not engaged when you slide lever up does the spring tension any amount the tank under wheel arch is actuator or vacum switch connected to white ank under hood via lever on dash that must have air flow to get cable to work
