23 hp vanguard starving for fuel.

I had my engine serviced and he changed oil and filter, air filter, flushed fuel tanks and lines, replaced the carb and the fuel pump. I have checked the fuel line to the carb and delivery is great. With the engine running full throttle I turn the blades on and the engine stops immediately. If I pull the choke and turn the blades on they turn fine. The new carb is the proper replacement so I am stumped.

Does your carb have a low speed mixture screw? If so, richen it a bit.

No there is no adjustment on the new carb. It is part # 845587. My engine is on the fits list for this carb. Engine is386777 0123-E1

Put up some pics of your old carb.
As you can see on the last photo, one valve has the adjustment broken off. Hence the new carb.

Could this be caused by a leaky gasket between carb and engine? Or between breather and carb?

I removed the carb and sealed the gaskets. The carb is not the number it was supposed to be. Would the wrong size jets cause this and could I drill them larger as they are non removable?
