Not usually, but being oil expands with heat, consider adjusting the oil level so it reaches the full mark on the dip stick when the engine is at operating temperature.

Yes, head gasket, valve adjustment, no though it will need an adjustment after you replace the head gasket.
First thing to do though is make sure oil is not over full from a leaking carb float.
