I have a Cub cadet 2165 with a 16 HP vanguard v twin and my pto is not engaging....I have two wires (red & blue) going to the pto connection, when I test them, i get 12.25V red, 0V blue wire when the switch is off...when i pull the switch on, I get 12.25V red and 12.25V blue. Is this correct? To me, it looks as though the pto clutch needs replacing. What do you think? When I test the wires coming from the PTO clutch, I have continuity.
I've been there; most likely the pto is worn out, and you need a new pto. The clutch is worn to the point that the air gap for the clutch to engage is too great, and if you have the pin-style clutch restraint, there is no adjustment. You'll have to replace it. If you have the triangular clutch with the angle-iron restraint bracket, you can adjust the air gap; you'll have to talk with a mower mechanic, or refer to an online service manual to find the gap, and how to adjust it.
