2113 hydrostatic not moving HELP

i just bought a 2113 hydrostatic the belt was cut the last owner said it got broken somehow?? I had a feeling he was hiding a larger problem but I bought it anyways, so I put a new belt on and nothing happens belt turns as supposed to, I even removed linkage to manually move it just in case of a linkage issue, that did not work, I also noticed the little fan on the rear end was turning as it should, any suggestions? is this a common issue, easily fixed ?? will any other tractor rear fit on this, is this a Honda part or a hydro gear or somebody like that that makes this or should I just give up. thanks in advance

How is the level of Hydro fluid?

there is fluid in the tank at the top line.
