A friend of mine was using my 210 John Deere Garden tractor with the rotoray tiller. He said he shut it off and parked it when he went to restart it it would not start.
It has a sequance that you have to do with the choke and throttle to get it to start. I went to his house and attempted to start it and coud not get it to crank. I sprayed starter fluid in it and it started but it dies as soon as the starter fluid burns out. So I determined its not getting fuel. I took the fuel line off at the in side of the fuel pump to check and see if it was getting fuel to there. Fuel flows out of the line. I reattached it to the fuel pump. I then removed the fuel line from the out side of the fuel pump and there is no fuel pumping out when spinning the engine over. I purchased a fuel pump from ebay that was advertised as a good pump installed it but it still does not pump fuel when turning the engine over.

feed the carb from a bottle with a pipe, making sure thats its above the level of the carb see if you can start the engine and its runs normal, then you know if its the carb or fuel pump, come back with engine make and model number.
