I have been told by a friend it takes a special tool to set the timing on a 20hp kohler sv600..is this true??.

I looked at the manual and don't see any special tool for setting the timing.

The TH triad series was the one that uses the special tool other than the one to set the counterbalance gears on the K series. The SV and CV/CH just line up the timing marks
