2014 TB30R REVS HIGH EVEN IN TURTLE MODE

I’m assuming this rpm/rev jump is NOT affected by movement of the throttle cable.
Did you remove the throttle cable connection; and Is there any way you have put the throttle on reversed where fast is turtle and slow is rabbit?

I had an engine in the early ‘90’s that ran full throttle and it was due to the failure of the internal plastic governed spool. But it ran wide open at all times, even on startup. The OP says the engine will run at idle [upon startup] for 30 seconds then all of a sudden goes full throttle. Reminds me of the movie where the landing craft operator says “30 seconds” then everything gets crazy.

Can the OP manually lower the throttle (carburetor linkage) with his finger and maintain an idle speed (turtle)?

30 seconds is the longest it has went without reving up, sometimes it's quicker. I've tried that and nothing changes. The governor shaft going in has about 1/16th play maybe a little more going into the engine.

Did you try bringing the rpm DOWN with your hand/fingers?

the problem is how the governor is hooked up. Something changed when you worked on it. The way the governor works is that the engine ALWAYS runs wide open. The governor's job is to manage the speed slower. If it is running wide open, then the governor is not pulling the throttle closed. Again, the governor does NOT speed the engine up. The engine ALWAYS runs at the fastest speed it is set to, and the governor slows it down to the proper speed for that setting.
