Can I install an innertube in this tubeless tire? Concerned about the position of the fill valve. 20 10 8

Yes, just make sure the stem side facing the stem hole and use a valve wrench to hold the stem while mount the tire back on the rim if you dismounted the tire. I do recommend dismounting partially to at least for thorns and other items that might puncture the tube. Here Bradford pear trees are main source of thorns in tires.
