2009 Cub Cadet LTX1040 -Fuse Blows - as soon as i turn the key

we were moving and the mower just died after investigating i found the fuse was blown. i replaced the fuse turned the key to just the ON position and blew the fuse again. I read on another forum that it could be the starter shorting out. i disconnected the started replaced the fuse, turneded the key and it blew again.

please help.
