2000/6.5 duraforce Throttle issues

Good day all, just picked up this duraforce. Starts 1st pull, idols, no increase in rpm at full throttle, full choke will stall. CDI was replaced, maybe not positioned properly. What I did so far, clean plug, disassemble carb, bowl float jets all cleaned put back. Removed governor spring and tied open butterfly. Started mower and same problem occurs, full throttle produces low idol RPM. Thing cuts nice too, just no high RPM. Is it the timing/cdi. Thanks in advance.

Can you be a little more descriptive in regards to the gov. Spring? The throttle cable is hooked to a bracket that slides back and forth. This bracket controls the tension on the spring which allows the air vane to decide where the throttle plate is positioned. I advise to replace that spring. The rpm's on a Duraforce should be set at (I believe but will need to check the book) 2900 +/- 300. The adjustment is made by turning the dial that the air vane sits on. I will try to upload the manual later if your interested.
