20 HP Intek loses power under load

I bought a used mower and I think I got taken. The good news is that I bought it primarily for the deck and transaxle, but it would be nice if I could fix the engine too. It's a two cylinder Intek 20HP and it starts fine when cold, and it will run for several minutes with no issues. However, soon after I engage the mower blades it starts missing and sputtering. Disengaging the blades doesn't fix it, and it will barely limp back to the garage. After it's sat for a while it will start again just fine.

What really perplexes me is how it doesn't recover after the load is taken away. Once it starts missing it continues until it's been idle for a while. Thoughts? I'm going to try adjusting the valves since that's a $0 solution.

Fuel Obstruction, a flap in fuel line. Replace those Rubber Hoses. Cheap Fix.
