19hp kawasaki toro wheelhorse

i have a 2004 toro wheelhorse 419xt with a 19 hp kawasaki motor. rpm's on motor "throb" up and down regardless of throttle position. tractor has 650 hrs on it. air filter is clean, changed out fuel pump and gas filter. still the same. wondering if it's a carb issue.anyone have any ideas? all suggestions appreciated, thanks,jerry.

With that number of hours I would start by having the carb rebuilt. If you are not already doing so, I would start using a high octane non- ethanol fuel.
