1997 917.259000 22.5hp v twin kholer 50" deck mower wont move

my mower wont move forward or reverse blades engage when needed but mower doesn't drive can't find the disengage switch and I have went through all the gears in high and low gears the belt spins fine the fully on the transaxle spins if you jack the rear end up you can put it in gear the wheels will spin but can stop them by hand any ideas?
