18.5 briggs wont crank

just picked this up for nothing and it wont crank over. the startrer feels alittle iffy but itputs up a good go around. when i posistion the flywheel by hand it'll crank a quarter turn and then the starter just clicks . any help or hints appreciat it.

To me it sounds like a low battery. Pull the plug and see if it will spin freely. Also please post unit and engine numbers. We are visual people here.
