1720 Locked Up. Tractor moves forward with cranking to start

first post...my 1720 was fired up this spring to start mowing. ran for a few days with the mower working, no problem. Then I was mowing and something seemed to catch and the tractor stopped moving in its tracks and basically choked out. there was some smoke.

1. It will start briefly 1% of the time I try but chokes out and smokes like a belt burning, parking brake is on.
2. checked tension pulleys and belt alignment, seems good, nothing froze up.
3. the deck is always off when troubleshooting, no issue there.
4. I can move the tractor with the hydrodump engaged
5. when I turn the key to start the tractor moves forward with the engine trying to turn over, 99% of the time I try.

I am leaning toward the electric clutch or the transmission/hydro????

Any experts out there who would have an idea on this?

Thanks. I am planning to take the old belt off (not sure if it has ever been replaced).

Start it up to see if it chokes out.

Then try turning the fan pulley by hand at the transmission to see if it turns.

If that all checks out, perhaps the old belts was bound up somehow.

The electric PTO operated fine so not sure if that could be the problem, have to take it off either way to change the drive belt.

Odd that it will start sometimes and run for a bit, then bog down and smoke (like a belt problem).

Surprised that a belt could be the only problem though.
