Does the governor spring stretch when you move the dash lever to fast?
Recheck you put the governor link (governor to carb) after you rebult the carburetor.
From the issue you state it sounds as if the governor spring is unhooked or is not being stretched when the dash lever is moved.

Is this a fixed governed speed engine? That tab where the spring is connected to, in the picture of a picture, is bent over.

You said it will speed up IF you move the governor arm. Correct? When you open the dash control does the governor arm move to open the throttle? When the engine is stopped the faster the dash control goes should apply more force trying to open the throttle plate. If not there is an issure with tyhe governor spring or the control is not working or broken. Remember the speed is controlled by the balancing of the spring against the internal governor. So when you move the governor arm to speed up (engine running) it should speed up and you should notice a stronger force trying to slow the engine. If the governor linkage does not control the speed you may have a broken throttle shaft or the screws have come out of the throttle plate.
