1440 electric PTO clutch

The PTO clutch started smoking when it wasn't engaged and now stays on (blades engaged) all the time. Measure 0 ohms across the inputs to it. So would a "shorted" PTO cause this condition, or could the bearing on the housing gone bad causing the smoke and noise?

It's toasted, the magnet coil is melted down. It was likely noisy for quite a while has the bearing failed.
