13AG683H163 deck set-up

I recently acquired a 13AG683H163. NO manuals or service papers. I replaced the double drive pulley with no problem. I am missing the deck to frame stabilizer bar but that won't be a problem shortly. When I hung the deck under the mower I noticed there is no real tension on the pto drive belt.

A. Is the deck to frame stabilizer part of a tension system for the pto belt and how?

B. There is one long spring from the pulley brake to somewhere that I don't know where/how it connects. I looked at a couple of parts breakdowns and it is not apparent to me.

Thank You. I guess I'll figure these places out soon enough. Missing bar is actually the anti-sway bar...will deal with that. The stabilizer bar was run into the shortest possible setting. Guess someone was trying to use a shorter or too wide drive belt. Looking at the diagrams it seems that long pulley brake spring hooks onto the long stud on the rear end. One diagram shows another spring hooked to a clip on the left side of the rear end. Where might that spring hook onto the deck itself? Learning!
