The throttle lever moves the linkage on the carburetor but only runs super fast. The
Motor acts like it is falling apart for a moment so I shut it off. Just had the carb apart and put a used throttle plate in. If it was stuck open I don't think the throttle shaft would be turning.

When the motor was flipped upside down, the throttle shaft fell out. The plate was still in the carb. The screws will have to be locked in somehow. If the throttle plate position is wrong or missing can it cause the motor to overspeed?
