hi guys, I have a 12hp I/C briggs in my mower and it idles perfect but at mid to full throttle it hunts or surges when its not under a load. the carb has been thoroughly cleaned emulsion tube and all but the problem is still there. could this be a internal governor issue?

I would say carb still needs a good clean.
Possible problem is the idle circuit in the carb still got dirt.
fixed the problem finally. it was the spring that the linkage rod runs through. it had stretched and wasn't holding proper tension on the linkage causing the gov to over compensate.
