The problem is, you don't have a choke. that's the throttle valve... it sits open when the engine is not running. and all linkage and spring is correct. The primer bulb on the front takes the place of the choke directly squirting fuel into the intake when pressed.
what problem are you having? If it's not starting i would check for spark, if it's got spark i would clean the carburetor. Now, if it's way over speed while running, that could be a governor issue, either it needs adjusted, or replaced.
