11.5 hp snapper rider will not start

I have a two year old snapper 11.5 HP pull start machine that starts and runs perfect on some days but after running it then shutting it off it will not restart for a half an hour or so. some days I can not get the machine to start at all. it has fresh gas and new fuel filter and new plug. when it starts it runs perfect. no grass plugging things up and safety switches are all working properly. the snapper dealer in my area is not very good and has never had such a problem and can not help me unless I spend a lot of money sending it to him to fix. I need help!

When it doesn't start, remove the spark plug and see if you have spark, If yes, then try adding a small amount of fuel into the carb, and see if it will then start and run, or runs until it burns the fuel and then dies. Post back with what you find, along with model number information for the engine, so we can see what your engine looks like.

Snapper Series 23, 2811523BV Serial# 2013707206 with Model 210000 Power Built Intek I/C engine. It is getting Spark and does run when adding small amount of gas to carb and keeps running but can not restart engine after turning it off for a half an hour or so. Some days I can not get it to start at all. Machine has had very light use and is kept in a garage and has never been in the rain and kept very clean and dry.
