10T802-0547 Can't Wean Off Ether

Completely out of ideas. Will only run on starting fluid and until it's spent. Won't keep running.

New spark plug? Check - and healthy spark. Good compression? 60+ psi. New carburetor gasket and diaphragm. Carefully inspected carburetor for cracks. None. All ports in the gas tank are clear. Carburetor screens clean and all ports breath fine.

What am I missing here?

Works great. Thanks again, Scrubcadett. Well, almost. Obviously, the governor linkage is not complete. Previous owner must have messed with it and didn't put everything back. With the governor linked directly to the throttle and adjusted correctly, as it is now, the rpms are way too high and doesn't fluctuate.

Anybody have a picture of the way the carburetor linkage is supposed to be set up? Not finding on google and Briggs doesn't offer free service manual downloads.
