10323 Governor airvane sticking

Whenever I tighten me carburetor bolts the governor starts sticking badly. I barely have enough tension on the bolts to keep the gasket sealed and still sticks unless I totally loosen. I have cleaned it out several times taking apart the air vane spring and everything polished everything put back together and still sticks
 
Operate linkage manually (engine NOT running) as you slowly snug everything up.
Should become clear as to where it is sticking/hanging.
If possible, post a video of its operation.

Are you using the aluminum heat shield? If not you may run into clearance problems.

There should be a gasket between both sides of the heat shield and carb. I suspect something is missing in the assembly.

The airvane must pivot freely if you tap it with your finger.
