Murray 425001x8E. Blade brake arms (pad assembly) are no longer available. What type of glue would hold brake material on existing arms?

Hi everyone, I have a Lawn-Boy mower, model 10682, that was inherited from my grandfather who passed away. I'm changing the blade and I've noticed that when I turn the blade half a turn, it drops about half an inch, and when I complete the full turn, it rises back up. Is this normal behavior, or...
