If by 'bottom cup' you mean carb float chamber, they are usually held in place by a nut. Some have anti backfire solenoid beneath, and that has to come off first, then float bowl can be removed via stop nut on its bottom.

Deadman under-seat switch good suggestion by Qmark. You can short those two leads out on most mowers and bypass that feature at least to perform a test. PTO won't engage if yuou are out of seat. All modern mowers same in that regard. Fed law I suspect. Maybe even OSHA reg.

Blue smoke is oil, and you can bet on that. Gasket leak suggestion is sound advice. Compression test can be helpfull, but if leak at base of cyl, may not show up as low compression. Some Briggs engines don't do well on slopes, but since your trouble only recently showed up, gasket is good bet.

If unit is air cooled, I'd look at debris filter first. Might be simple case of debris clogged up the air flow. Another culprit can be crud built up around cooling fins on head and or cylinders. Electrical components for ignition can fail due to heat also.

Forgot to add that you might check linkage at base of weaker steering lever to see if anything looks amiss. But definitely check tension of drive belt to weaker hydropump first. Both should be equal.

If you reversed the old filter, you have set yourself up to have the dirt trapped in it dumped into your carburetor next time you start it. Best to install new one, and to keep a spare. Always a good idea to replace it at in springtime when readying mower for cutting season.

Suspect contaminated fuel or float level off. Also could be linkage to governor or governor spring.

Water in carb or float level is off. Pull float bowl from bottom of carb and if fuel is pure, note level of fuel. It may be too low or too high.
