I was thinking about that the pulleys are original but appear to be ok but may be worn. I am assuming that you are referiing to the black pulleys under the center of the machine.

If the primer bulb isn't moving any fuel and you can start with the starting fluid it sounds to me that there is a leak in the primer hose or the bulb is bad. It should be soft.

Yes the end of an old style drain plug is square. You can put a pipe nipple in that drain hole if it is in a hard spot to get at it will extend it the length you need. Then just cap it. If you do that make sure you stop the nipple from turning when you take the cap off when you drain the oil.
