tecumesh 13.5 wont start, seems like not enough power to spin fly wheel. Replaced starter last year, but teeth look chewed up . I have to jump start it as battery not enough to turn it over. But kind of spins half a turn and stops, turn key off and back on , same thing arrggg, turns about a turn...
