Have a Honda HRX 217 and noticed when installing new blades, that the bolt holding the blade clutch will not tighten snugly. Tightening has some resistance but not much. It s obviously been this way as I’ve never messed with it before. Any suggestions?

The attached picture shows the striping the 1994 HR215 performed yesterday after installing the new crankcase seal two weeks ago and she performed beautifully.
