The governor shaft,going into the engine block, is free but doesn't turn. When you try to turn it all you hear is it hitting some thing some where in the block. I can't find a diagram to show how it work or what moves it. Don't what to tear it apart if I don't have to.It's a 22 HP INTEX Twin OHV...
