I have a Troy Bilt Garden Way Speedy Hoe tiller 12001 that no longer will start (Tecumseh engine w/ Walbro carb). It has spark, fresh fuel is getting to the cylinder, air cleaner is clean, but all I get are puffs of smoke. Not even a 'cough' like it's trying to start. What should I check next?

I rebuilt the carb on my Tecumseh 5.5 HP engine and now it starts fine. But then it hesitates every 12-15 seconds and then runs good for a minute. This cycle seems oddly consistent. I flushed the old fuel and replaced the fuel line. Even added Sea Foam to the fresh gas. What else can I try...
