I’ve had the carb off and cleaned it about 4 times, I’m now thinking possibly governor problem? No choke on this mower just a primer.

Got given this mower, originally it ran but was surging and thought a simple carb clean would sort it. Cleaned the carb, now it’s barely running! Replaced fuel, filter, plug etc. getting ready to throw it off a cliff.
